He has enjoyed a Presidency of accomplishments after a lifetime of service marred by personal tragedy. Now his VP-pick Kamala Harris can carry Biden’s legacy forward, stop Trump and break new ground.
The burning question is how did a befuddled old man get anywhere near the levers of power and who is actually running the US government? Biden’s presidency has been a disaster for the US on any metric you choose but in the field of foreign policy it has plumbed the depths following his shambolic evacuation from Afghanistan and all the disastrous consequences of that decision. He and his family are mired in corruption and the politicisation of the law to run down opponents, principally Trump but others too, has brought respect for the FBI and the DoJ to an unprecedented low. Good riddance to Biden. Harris’s cognitive competence is scarcely above that of Biden’s. She’ll be gone shortly too with the only footnote being that she was the most unpopular and incompetent VP in American history
I don't accept Biden's domestic record has been woeful, he has delivered plenty. Gun control legislation, infrastructure bill, defeated big pharma to deliver lower drug prices (allowing Medicare to negotiate drug prices), there's plenty to be proud of there.
On foreign policy I'm inclined to agree that Biden's hardly been effective (much like Obama, another Democrat President with a poor foreign policy record). However, I reckon we'd disagree on why we think Biden's been a poor foreign policy leader (I'm for détente with China, and advocate an unconditional support for Israel).
As for the bigger question you raised (who has been running the country?), I do think there will need to be a 9/11 style commission of inquiry as to who knew what and when regarding President Biden's increased fragility. Clearly there was a high levels conspiracy by staffers and potentially others to conceal from the American people (and even the cabinet) the extent of Biden's decline.
Hi Dean, notwithstanding my comments above, I do enjoy reading your articles especially on Scotland. I wholeheartedly agree with you on unconditional support for Israel. Biden’s equivocation has really hampered Israel’s response to the savage attacks perpetrated on them last year. If he’s elected, I think Trump will be a much better president from Israel’s viewpoint.

He did move the embassy to Jerusalem, but I simply don't trust a man with the morals of an alley cat to lead the most powerful nation in the world.
That said, I'm delighted you enjoy my articles, I enjoy knowing you like them!
